Establishment of the Dutch Caribbean Heritage Platform

Different foundations of the islands of the Kingdom of the Netherlands came together last week on Wednesday, June 11th to establish the Dutch Caribbean Heritage Platform (DHCP). For some time there were ideas for strengthening the cooperation between the islands. In February last year, a number of foundations came to Bonaire and spoke together for the first time. There, Stichting Monumentenfonds Aruba (SMFA) took the initiative to raise cooperation to a higher level and formalize the cooperacion. Since then we worked on drafting a constitution with which the partnership is sealed. Principle is that foundations from the different islands can participate, as long as their objective includes the preservation of cultural heritage. Of Aruba currently SMFA Foundation and Stichting Rancho are represented. Curacao has five foundations, St. Martin two and St. Eustatius (Statia) and Bonaire each one. It is certainly possible for several other foundations to join in the future.
The objective of the Platform is cooperation in the conservation of cultural heritage. Any organization will keep its different roles, tasks and responsibilities. The way to reach this goal is through the exchange of knowledge, expertise and information, enhancing the awareness of the value of cultural heritage among residents, visitors and governments, forming a contact point for international organizations and building and maintaining a regional and international network. It is a platform that is focused on execution and DOING.
Platform members were honored by the presence of Prof.mr. Pieter van Vollenhoven, who last December has stepped down after 27 years as chairman of the National Restoration Fund (NRF). It was his explicit and long-cherished wish that more exchange would take place between the islands, and he was (at his own request) present at the establishment ceremony. In addition, the Director of the NRF, Mr. Pieter Siebinga was present. In recent year, NRF has provided a number of large, so-called ’soft loans’ to the different islands. SMFA on Aruba restored the two water towers in Oranjestad and San Nicolas and the remaining loan is now reserved for restoration of California Lighthouse. Saba currently has no active foundation in this area, but Jonathan Johnson, Governor of Saba, also attended the establishment to show his support to the initative. Immediately, the platform members offered assistance in setting up the foundation on Saba.
Since its first meeting in February last year, the Presidency is at SMFA. The presidency will rotate every two years and the two-year period will be concluded with a conference. The conference in Aruba will probably take place in May or June 2015.

Vorige week 11 juni kwamen op Curaçao verschillende stichting van de eilanden binnen het Koninkrijk bij elkaar om het Dutch Caribbean Heritage Platform (DCHP) op te richten. Al langer bestonden er ideeën voor het versterken van de samenwerking tussen de eilanden. Vorig jaar februari zijn een aantal stichtingen voor het eerst bij elkaar gekomen op Bonaire. Daar heeft Stichting Monumentenfonds Aruba (SMFA) het initiatief genomen om de samenwerking naar een hoger niveau te tillen en te formaliseren. Sinds die tijd is gewerkt aan het opstellen van een oprichtingsverklaring waarin de samenwerking wordt bezegeld. Uitgangspunt is dat er van de eilanden verschillende stichtingen kunnen deelnemen, zolang hun doelstelling het behoud van het cultureel erfgoed behelst. Van Aruba zijn op dit moment SMFA en Stichting Rancho vertegenwoordigd. Van Curaçao zijn er nu vijf stichtingen, van Sint Maarten twee en van Sint Eustatius en Bonaire elk een. De toetreding van meerdere stichtingen in de toekomst is zeker mogelijk.
Doelstelling van het Platform is samenwerking in het behoud van het cultureel erfgoed. Elke organisatie behoud daarin zijn eigen rol, taken en verantwoordelijkheden. De wijze waarop dit doel bereikt wordt is door het uitwisselen van kennis, expertise en informatie, het versterken van de bewustwording van de waarde van cultureel erfgoed onder bewoners, bezoekers en overheden, het vormen van een aanspreekpunt voor internationale organisaties en het opbouwen en onderhouden van een regionaal en internationaal netwerk. Het is een Platform dat is gericht op uitvoering en DOEN.
De leden van het Platform waren zeer vereerd met de aanwezigheid van Prof.mr. Pieter van Vollenhoven, die afgelopen december na 27 jaar is teruggetreden als voorzitter van het Nationaal Restauratiefonds (NRF). Het was zijn uitdrukkelijke en langgekoesterde wens dat er tussen de eilanden meer uitwisseling zou plaatsvinden en hij was dan ook op eigen verzoek bij de oprichting aanwezig. Daarnaast was de directeur van het NRF, de heer Pieter Siebinga aanwezig. Het NRF heeft de laatste jaren een aantal grote, zogenaamde ‘zachte leningen’ verstrekt aan de verschillende eilanden. SMFA heeft op Aruba daarvan de twee watertorens in Oranjestad en San Nicolas gerestaureerd en de restlening staat nu gereserveerd voor restauratie van California Lighthouse. Saba heeft op dit moment geen actieve stichting op dit gebied, maar Jonathan Johnson, gezaghebber van Saba, heeft ook de oprichting bijgewoond om zijn steun aan dit initiatief te tonen. Direct hebben de Stichtingen van het Platform hulp aangeboden bij het opzetten van de stichting op Saba.
Sinds de eerste bijeenkomst vorig jaar februari ligt het voorzitterschap bij SMFA. Het voorzitterschap zal elke twee jaar rouleren en de tweejaarlijkse periode wordt afgesloten met een conferentie. De conferentie op Aruba zal waarschijnlijk in mei of juni 2015 plaatsvinden.
